In December 1977, the Janata Government appointed a committee chaired by Ashok Mehta to rescue the then-declining Panchayati Raj institutions from total collapse.
The committee submitted a staggering 132 recommendations in August 1978, suggesting that the existing three-tier model was too complex and needed a lean, efficient two-tier structure to function effectively.
Commissioned by the Planning Commission in 1985, this committee focused on the administrative side of rural development under the leadership of G.V.K. Rao.
The committee famously observed that rural development had become overly bureaucratised, leaving the Panchayati Raj system as “grass without roots”—disconnected from the people it was meant to serve.
During the late 1980s, the focus shifted from mere administrative tweaks to the necessity of Constitutional recognition for local bodies.
Constituted in 1986, L.M. Singhvi emphasized that without constitutional recognition, Panchayats would always be at the mercy of state politics.
The Thungon Committee sought to standardize the political and administrative framework across all states.
Established by the Congress Party under V.N. Gadgil, this committee’s findings were the final stepping stones toward legal reality.
The Gadgil Committee recommendations were highly influential because they were practical and served as the direct foundation of the 73rd Constitutional Amendment Bill.
