Electoral Reforms in India represent continuous efforts to strengthen the democratic electoral process, ensure free and fair elections, and enhance transparency, accountability, and voter participation. Significant reforms were introduced during the late twentieth century, including the adoption of Electronic Voting Machines (EVMs), EPIC, and the recommendations of the Goswami Committee, which marked a decisive shift towards electoral modernization. In the post-1996 period, India witnessed further institutional and procedural developments aimed at improving electoral integrity. The introduction of reforms after 2010, such as NOTA, NRI voting, and regulation of exit polls, expanded voter choice and participation. Landmark changes during 2013–2015, including VVPAT, stricter disqualification norms, and expenditure reforms, further reinforced transparency and accountability in the electoral system.

The Electoral System of India is rooted in the Constitution of India, ensuring free, fair, and impartial elections as the backbone of Indian democracy. The Constitutional Provisions (Articles 324–329) vest supervisory and administrative powers in the Election Commission of India. The statutory framework is further strengthened by the Representation of the People Act, 1950, which deals with electoral rolls and delimitation, and the Representation of the People Act, 1951, which governs elections, qualifications, disqualifications, and electoral offences.

Delimitation ensures equitable representation by redefining constituency boundaries based on population changes. The Delimitation Act, 2002 provided the legal framework for redrawing parliamentary and assembly constituencies, balancing demographic realities with federal considerations. Delimitation plays a crucial role in maintaining the principle of one person, one vote while safeguarding regional interests.

The Election Commission of India (ECI) is the constitutional authority responsible for conducting elections at the Union and State levels. It regulates the Recognition of Political Parties and oversees the extensive Electoral Machinery, including presiding officers, returning officers, and observers. These mechanisms ensure transparency, neutrality, and adherence to electoral laws throughout the election timeline.

Political Parties are indispensable to India’s representative democracy. Their Classification reflects their electoral performance and recognition status. To curb political instability caused by defections, the Anti-Defection Law (52nd Amendment, 1985) was introduced and later strengthened by the Tenth Schedule and 91st Amendment, promoting party discipline and ethical politics.

The Election Process in India follows a structured sequence beginning with notification and nominations and ending with counting and declaration of results. The Election Process is complemented by regulatory frameworks such as the Model Code of Conduct (MCC), the MCC 2026 Guidelines, and the Flag Code of India, 2002, ensuring ethical campaigning and electoral fairness.
